I need a high IQ to walk me thru this. If DHS has deployed this Sting, how did this encryption paper/ballots end up in each state? DHS couldn't have printed all the ballots for each state with all the varied candidates. So did DHS just supply (mandatory sole supplier?) the encrypted paper on which the states printed their ballots? If this is the case, how could DHS know the quantity of paper/ballots to be allocated to each state? Did each state have to ask for additional ballet paper on which to print their ballots? I get the encryption but how is the control of the paper maintained? Anons, help me out here.
