That teaching is to enforce the idea of using violence as a last resort.
We are told that all life is sacred, and that we have the responsibility and duty to defend life, even our own. So when the time comes it is your responsibility to use force against those who would do you harm, but only after exhausting all means, i.e. education, compromise, mediation etc.

It is because we were expecting, perhaps foolishly, and apparently mistakenly, to CRUSH these fuckers and show the whole world how evil they are.
