I think I understand HAMR's potential role in this game.
They need a profile on on all registered voters, which way they would vote.
It would need to be able to read in who has ALREADY voted, and then synthesize batches of fake votes attached to real people, roughly in accordance with their politics.
If you don't have that step, then you end up with mismatches in ballots to envelopes to real voters.
You can't dump 700,000 ballots with 40/60 voter preference splits without it matching real people at some point.
At least to pass a high level audit.
And it needs to be smart enough to know who already voted, which is why they don't run it until after election day.
