Federal elections need to be federalized by Constitutional amendment. As it stands now, people in one state are at the mercy of corruption in heavily populated areas, with no say in how to deal with it because the election is run by state and local officials. Combined with the fact that corruption is more heavily concentrated at the ground level (precincts, local officials and poll workers) it makes it harder to oversee since the problems are so widely spread out and operate through thousands of different agencies. Concentrating it a federal election agency responsible for making ballots and administering them will reduce the opportunities for fraud.
For state elections (reps, senators, and governors) and local, let states do whatever the hell they want.
