phila = Biden +428,000 = 81% of votes
allegheny = Biden +132,000 = 58% of votes

all these blue counties flipped to Biden from running ballots after the polls closed on election day. this is how they erased POTUS's 600,000 PA lead. it is all the counties, not just Philadelphia and alleghany.
