Each State has a way they do things, States using the Dominion systems(MI, GA, others) are now documented to have glitches and extra votes for 1 candidate. GA directive told each County election board to buy only paper from Dominion, Dominion has standard watermarks but can do custom… IF REQUESTED.

If sting took place it had to be at the paper supply so special, secret watermarks that can't be forged were added and distributed.
