Was just researching this..it would seem that SCOTUS previously ruled on the vote by mail system there and stated that the votes must be returned on election day no later than 8pm. It further states that any deviation from this ruling would make any vote beyond that time frame null and void. It further state that any deviations would null and void the law completely.
Fast forward to the lower PA Supreme Court who effectively re-wrote the law to extend vote count days and time.. over ruling the SCOTUS. The only legal ruling the lower PA Supremes could have made was the law on its face was unconstitutional, therefore returning it to state legislators.
Lower courts violated their charge and oaths their ruling cannot overstep SCOTUS.
