It's an election for federal congressional seats. I think that makes it a Federal matter regardless.
Benford's Law is good at checking natural distributions or numbers. But human create unnatural biases to the numbers when choosing where to place polling locations. They tend to try to space them out so that each one serves a similar number of voters. This is going to have an effect on the frequencies of first digits in the results.
