Bev Harris, a witness who created the Black Magic investigation, found 40,000 voting machine files (including the programs for the GEM tabulator, the master computer going into every voting machine. The GEM tabulator system is installed in 616 jurisdictions.

The GEMS program is installed in 25 states. The fractional counting began to migrate into other vendors. Voting systems may count as many of 99% of all American votes in 2016.

How the Software Works

She shared this information with a computer programmer named Bennie Smith, from Memphis. He found votes being counted but displayed as fractional decimals. This program allegedly counts people in terms of fractions. If you cap a candidate at a percentage, say 43% and there are 100 votes, that candidate will be allocated 43 votes. However, if you get 99 votes, 43% results in a fraction. 42.57 Votes.

These decimals are hidden within the software by default setting.
