On the other hand, the bad guys might very well be guessing that Trump is bluffing.
They might also be guessing that Trump is just not going to be able to accomplish what he's trying to do.
They might think "Trump may try to do these things, but he'll fail."
Your theory assumes that the bad guys have full confidence that Trump would be able to do what he wants. No reason to think that.

It's not at all clear what we're supposed to do.
However, I think you're right. The army was created. We weren't tasked, over the last 3 years, to do very much. We really can't say all that much
"oh, we're so tired because you asked us to do so much."
Trump and the Trump campaign should have much in reserve. We should have much in reserve.
But we're not all that creative, we'll have to take some sort of marching orders.
