A recount is a rediculous waste of time. The chanin of custody, chain of evidence is broken. Mail in ballots separated from the signed envelopes cannot be re-constructed. It's got to be a do over, at least for the President.
Put the NG or Regulars in charge of it, two names on paper ballot with a carbon copy for the voter. Counted right then and there in real time. Polls close at 8pm, total votes known in real time. Done.
