We can easily disqualify any ballots that don't test for the correct isotope.

However, DHS has already stated that states print their own ballots and DHS is not involved in any kind of ink or watermarking strategy for election security.

My guess is all of their efforts have focused on electronic \ machine \ software, as we have seen it appears that DOMINION voting software may have been compromised using special access programs.
