If you enrich Potassium 40, it will naturally decay to Argon 40, and this decay can be easily traced.
If you water all crops in US with this enriched Potassium, it can be easily determined from paper from China.
You don't need a lot, just a trace, spread by drones at night.
Spread at night so they can trace which filed has be sprayed, as Sun light will mask radiation.
