To re-iterate, the House does not decide by voting for President.

The House decides by having the state governors pick electors who are members of the House, to decide by voting for President.

Since there are more Red states than sick Blue states, there would be more Red electors than sick Blue electors in this scenario.

It looks to me like say California has 10 blue reps, they get 1 vote. So however they manage it between themselves.

If a red state only had 1 rep, like Wyoming or Alaska, that person would be a faithless elector if he did not do what his state told him to do.

And then you have a SCOTUS decision re faithless electors, and their will does not prevail. The state does.
