I wonder if all the stories floated about watermarked ballots were spread by white hats to make the corrupt election workers panic.

I imagine the messages flying around would be very incriminating.

And would help them track who did what.

Fake ballots would be very incriminating but in their desperation the DS was forced to use some old tricks.
