look into NGO's and "get out the vote" organizations in the Jewish and black community
there are groups that received funds through community centers on the north side of Milwaukee and local foundations
it is possible that the black community was paid to "get out the vote"
question: was "get out the vote" code for filling out ballots and storing them until they were needed?
