Middle chart doesn't mean much. This was an abnormal election with large numbers of mail-in votes and unprecedented voter enthusiasm. It cannot be compared with past elections.

What would be more interesting is if Wisconsin's voter turnout was dramatically higher then the high average turnout for the rest of the nation.

It was a blank black box. If you watch closely, the camera shaking isn't perfectly replicated in the position of that added banner.

It's just some joke someone made that got out of hand.

This was from 4 years ago. The software used floats instead of integers. Someone thought this was odd. It turned out that there are weird cases where local elections need to weight votes fractionally. The bigger issue, which she mistook as an effect the fractional weighting, is that numbers can be directly altered. This is no surprise. It's a computer.

What's important is that they pushed an update just before voting started (what cause the glitched you heard about). these damn things are apparently internet-connected! If they can do that then they can upload software after voting ends to cover their tracks. All version of the software need to be examined. I'm sure the NSA is all over this shit.
