Ran some MKE county numbers using republican area of Franklin. The high turnout there isn't really that unusual, but look at the percentage difference between POTUS and the winning R Congressman. 53.5% to 60%.

But - if you take 1000 from Biden and GIVE 1,000 to Trump you get closer to the percentages for the congressman.

So the software "glitch" both adds to Biden and steals from Trump.
