From the early 1950s to the present the CIA's intrusion into the foundation field was and is huge. A U.S. Congressional investigation in 1976 revealed that nearly 50% of the 700 grants in the field of international activities by the principal foundations were funded by the CIA (Who Paid the Piper? The CIA and the Cultural Cold War, Frances Stonor Saunders, Granta Books, 1999, pp. 134-135). The CIA considers foundations such as Ford "The best and most plausible kind of funding cover" (Ibid, p. 135). The collaboration of respectable and prestigious foundations, according to one former CIA operative, allowed the Agency to fund "a seemingly limitless range of covert action programs affecting youth groups, labor unions, universities, publishing houses and other private institutions" (p. 135). The latter included "human rights" groups beginning in the 1950s to the present. One of the most important "private foundations" collaborating with the CIA over a significant span of time in major projects in the cultural Cold War is the Ford Foundation.

 

This essay will demonstrate that the Ford Foundation-CIA connection was a deliberate, conscious joint effort to strengthen U.S. imperial cultural hegemony and to undermine left-wing political and cultural influence. We will proceed by examining the historical links between the Ford Foundation and the CIA during the Cold War, by examining the Presidents of the Foundation, their joint projects and goals as well as their common efforts in various cultural areas.

According to a report by The Citizen, SANDF spokesperson, Brigadier-General Mafi Mgobozi, called for law enforcement agencies to get tougher on private security guards dressed in camouflage uniforms and military regalia, saying:

 

“According to the law, civilians are not allowed to wear camouflage, but it is becoming fashionable to dress like the military, and the law is quiet on that.”

The EFF has also argued for the adoption for one common African language, which Msane said should be Swahili, "to be introduced in schools on the continent". When Msane was asked whether the EFF would be able to get its resolutions through, considering that it is only the third-largest party in South Africa's Parliament, the CCT member alluded to the land debate, saying it was EFF policy and motion which led to the committee to amend the constitution for the expropriation without compensation.

What competition they do face is likely to be from anywhere other than the country whose waters they are fishing in.

 

The African continent as a whole is so dependent on China to buy its exports that nations there would be at a distinct disadvantage should they have a falling out with China over the activities of its fishing fleet. Since 2008 China has surpassed the U.S. and Europe to become Africa’s biggest trading partner, sucking up Angolan oil, Zambian copper, Guinean bauxite and much more besides.

 

In return, China has been engaged in a continent-wide infrastructure building spree, including the construction of a $7 billion “mini city” in South Africa and a coastal railway in Nigeria. At the Chinese-African summit in Johannesburg last year, President Xi Jinping pledged a further $60 billion in development investment over three years. Earlier this year China shocked the world by announcing the opening of its first overseas naval base in Djibouti. Either way, it means that China now has a physical foothold in Africa from which to service its rapidly growing navy.

There is no panic in South Africa. The armed police make sure that families social distance on beaches while others attend a massive party as the video shows. They should rather start fighting the crime epidemic in the country. My nephew who had a pre-existing condition was home bound prior to the pandemic. He tested positive for COVID just before his recent death but his elderly parents who cared for him were healthy.

 

When I read the following, I cannot help think that there continues to be a close collaboration between South Africa and Britain. It is summer here and not our flu season.

The 64-page report, “‘They Have Robbed Me of My Life’: Xenophobic Violence Against Non-Nationals in South Africa,” details xenophobic incidents in the year after the government adopted the National Action Plan to Combat Racism, Racial Discrimination, Xenophobia and Related Intolerance. Human Rights Watch documented killings, serious injuries, forced displacement, discrimination, and barriers to justice and basic services. The problems include indifference, denial and tacit approval of xenophobic actions by government and law enforcement authorities, barriers to legal representation, and difficulty in acquiring and renewing documents to maintain legal status and to access services including education and health care.

 

Human Rights Watch interviewed 51 people – including 2 children, ages 10 and 11 – who live in Western Cape, Gauteng, and KwaZulu-Natal provinces and reviewed media reports and South African laws, regulations, and decisions. Human Rights Watch has long documented xenophobic harassment and attacks.

 

Foreigners are scapegoated and blamed for economic insecurity, crimes, and government failures to deliver services and have been targets of nationwide protests and shutdowns characterized by mob violence, looting, and torching of their businesses. In early September 2019, mobs wielding weapons and chanting anti-foreigner slogans attacked and forcibly displaced non-nationals, destroying thousands of their business and homes. None of those interviewed has yet to recover financially or achieve justice. Although the government stated that 10 of the 12 killed in the violence were South Africans, Human Rights Watch has found that at least 18 foreigners were killed during the violence.

 

South African government and law enforcement authorities have repeatedly claimed that these waves of violence were purely criminal and not motivated by xenophobia. [Just like farm murders – “violence were purely criminal”]

 

A refugee from Democratic Republic of Congo told Human Rights Watch: “I was selling clothes on the street when nine South Africans carrying sjamboks and sticks came. They were beating people, shouting ‘You foreigners, go home! We don’t need you here! You are taking our jobs and money!’ I started to run away, but I was beaten, and my two bags of clothes were taken.”

 

Law enforcement officials have operated in discriminatory and abusive ways against non-nationals, Human Rights Watch found. Raids to crack down on counterfeit goods have targeted foreign-run businesses. During the raids, police have shot rubber bullets into crowds of people then ransacked and destroyed foreigners’ shops. In coordination with the Department of Home Affairs, the police have conducted abusive documentation raids in areas known to have many non-nationals.

 

The police have detained people arrested for allegedly lacking documentation in police station cells and deportation centers, in some cases denying them court hearings or not bringing them before a judge in the required time period. Officials have frequently claimed to have lost or misplaced the arrested people’s documents or other possessions.

 

The National Action Plan provides a framework to address many of the problems non-nationals face, but it seems to have had very little impact on the lives of Asian and African foreigners living in the country, Human Rights Watch found.

He said that the hospital was in “reasonable condition when it was handed over to contractors, but that it has since fallen into disrepair and is now “unlikely to treat a single COVID-19 patient”.

 

He also said that the hospital is difficult to access at its location in the Western Deep Level mine midway between Carletonville and Fochville.

 

Bloom is demanding that a comprehensive investigation is completed in order to reveal how and where the R500 million was spent, and claimed that an official at the hospital admitted at a meeting of the Gauteng Legislature’s Health Committee that “it would have been cheaper to build the hospital from scratch”.

 

“We need to know why so much money was allocated for a hospital that is doomed to be a white elephant as it is so far from major urban centres,” he said.

 

“This is a colossal misuse of money that could have been spent at other hospitals to assist them in treating the rapidly escalating COVID-19 cases, some of whom will need high care or ICU beds.”

The remarks are head-turning, to say the least. Duarte stated that she had been speaking with people who believe the ANC ‘should not continue’, and issued a passionate – if not ill-advised – defence of the 109-year-old organisation:

Others with a more discerning eye had a more critical take. “A full 67% of money spent on an anti-AIDS program in Mauritania was misspent, the investigators told the fund’s board of directors. So did [sic] 36% of the money spent on a program in Mali to fight tuberculosis and malaria, 30% of grants to Djibouti” (source)

 

Who was minding the purse strings of USAID which was the source of funds that went from the US State Dept to the Global Fund at this juncture? Documents we sourced from the State Department show that none other than Secretary Hillary Clinton herself over saw the USAID funds.

 

How did State Department view this fraud at the Global Fund? From a letter we sourced written by the Government Accountability Project on April 22, 2016, we learned: “this documentation strongly indicates an irregular and improper collusion between the Global Fund” and the State Department in Washington that cost U.S. taxpayers hundreds of millions of dollars in the succeeding years. It is tantamount to fraud.

 

At the same time the Clinton Foundation and Clinton HIV/AIDs and Clinton Health Access Initiative were collecting millions in fees, the Global Fund and also other recipients of Global Fund money who, in turn, were donors to the Clinton Foundation (classic money laundering). The way in which South Africa’s national toll road fees are calculated is a mystery, OUTA CEO Wayne Duvenhage has told MyBroadband.

 

These tolled roads are managed, maintained, and developed by the South African National Roads Agency (SANRAL), as well as several long-distance concessionaire companies – including Bakwena, TrAC, and N3tc.

 

One assumption would be that they base the price on the distances of the roads.

 

However, a quick comparison between toll fees on the different highways showed there was no direct correlation between the distances and the prices of the toll fees.

 

For example, the nearly 1,400km stretch of N1 toll road between Johannesburg and Cape Town would cost a Class 1 vehicle R191.50 for a one-way trip, translating to around 14 cents per kilometre.

 

Meanwhile, the 468km on the N1 toll road to the north of Pretoria all the way to Beit Bridge border post would incur R273 in toll fees for the same class of vehicle, equating to about 58 cents per kilometre.

 

The Organisation Undoing Tax Abuse (OUTA) is of the view that SANRAL is the custodian of determining toll tariff hikes, which are then gazetted and approved by the Minister of Transport.

 

OUTA CEO Wayne Duvenhage believes the current way in which South Africa’s toll fees are calculated is neither sensible nor fair.

 

“These toll tariffs have largely been increased by inflation – sometimes more – every year and the compounded effect has become extremely expensive,” Duvenhage said.

 

“The Durban-Gauteng corridor is much busier than the Cape Town-Gauteng route, and one would think the N3 route tariffs would be lower than the less frequented routes. Yet it’s quite the opposite,” he added.

 

As such, OUTA lodged a formal PAIA request back in July to compel SANRAL and the concessionaires to provide it with the revenue generated on these routes.

 

“Transparency on the money flows and covering of capital costs needs to be forthcoming and SANRAL doesn’t understand or agree with this view,” Duvenhage stated.

 

OUTA believes there is a possibility that concessionaires could be benefiting from excessive profits, part of which may require credit to the road users in reduced toll fees or returns to SANRAL.

 

“During the past 10 years, the toll tariffs charged by the concessionaires have increased by approximately 80%, yet SANRAL has received a fixed amount. Something doesn’t add up,” Duvenhage said.

SANDF soldiers have been accused of ‘unlawfully detaining’ citizens for their failure to wear a mask in public. Although this can be perceived as an arrestable offence, it’s the manner of apprehension that has riled the DA.

 

Jacques Smalle is the opposition party’s provincial leader. As one of the senior politicians operating in Limpopo, his voice carries a significant amount of weight. On Tuesday, he shared photos of the SANDF patrol ‘descending upon Modimolle’ alongside SAPS officers. Businesses were allegedly raided, and several people are believed to have been man-handled.

 

Acts of police brutality were heavily scrutinised during the lockdowns of 2020. But it was the conduct of SANDF that spent the longest time under the microscope, after Collins Khoza was killed following a confrontation in his home with a group of soldiers. Fearing these ‘rough and ready’ arrests could end in a similar fashion, Smalle issued the following statement.

In her address to the media at a press briefing held in Pretoria, Deputy Public Protector Kholeka Gcaleka said inspections had been carried out at various healthcare institutions in provinces such as Mpumalanga, Gauteng, Limpopo and KwaZulu-Natal in a bid to ascertain the state of readiness of the various hospitals to cope with pressures brought by the pandemic.

 

The inspections were also carried out following various complaints submitted to the Public Protector of irregular activities at State Hospitals which included poor operations at Jubilee Hospital, George Mukhari, Chris Hani Baragwanath Academic Hospital Uitenhurg Hospital, St Mary's in Durban and in Limpopo, Capricorn District Hospital to name a few.

 

She said, at the Lilian Ngoyi Hospital for instance, new mothers were left to their own devices to give birth on the floor without being provided with heaters, nutritious food while geysers have not been made available for them to access hot water to bath themselves and their new babies.

Police violence has increased all over the continent. In most cases, perpetrators get away without appropriate sanctions, dealing a blow to the relationship between law enforcement and the public.

 

From Soweto to Nairobi, police brutality cases are on the rise, and citizens are outraged and feel abandoned.

 

In late August, Nathaniel Julius, a young South African boy, was killed by police from the Eldorado Park police station in Soweto. According to neighbors, Nathaniel — who had been living with Down syndrome — was shot in the head and chest because he did not respond to officers' questions. He was unarmed.

 

Police have claimed that the boy was killed during a confrontation between police officers and gang members. Gang violence is a huge problem in Eldorado Park, a suburb south of Johannesburg. However, the official explanation has contradicted the description of witnesses.

 

The South African Police Service has faced unprecedented local and international media attention over several incidents in which people have died or have been assaulted by the police. The country has a history of law enforcement violence due to racial and socioeconomic disparities that have continuously plagued the Rainbow Nation.

 

A 2019 report by Corruption Watch suggested South Africa's police are the most corrupt public servants — with abuse of power and bribery being ripe. "The trend is systemic and has been institutionalized from the very top," said Wikus Steyl, a lawyer in Johannesburg. Steyl, who represents victims of police brutality, said he wants to see more responsible officers in charge.

 

According to annual statistics from the Independent Police Investigative Department, South African police officers killed 538 people in the 2017-2018 reporting year, and 440 people in the 2018- 2019 reporting year.
