Wherever the Communist Party makes its appearance, it serves as a force for division and friction, following the theory of divide and rule. Thus it seeks to alienate the United States from its potential allies. Internally it thrives upon promoting clashes: Between employer and employee, landlord and tenant, white and Negro, native-born and foreigner, Catholic, Protestant and Jew; between American people and their Government, and within every non-Communist organization.

 

As shown by experience in countries which are under the heel of a Communist dictatorship, the Communists display the same implacable hostility toward all non-Communist parties and institutions.

 

In a period of semi or complete illegality, the Communist-front organizations and unions assume major importance as legal covers for party members. Moreover, party members are instructed to penetrate even nonparty and antiparty organizations in order to carry on their activity. (In recent years, for example, there has been accumulating evidence of Communist efforts to penetrate both the Democratic and Republican Parties, church organizations, conservative unions, etc.)

 

Schools under patriotic and benevolent titles indoctrinate Communists and outsiders in the theory and practice of communism, train organizers and operatives, recruit new party members and sympathizers. These are no ordinary schools seeking mere culture or academic degrees. Such schools, whether open or secret, are operated by Communist Parties throughout the world under the supreme direction of Moscow under a common pattern. Page 91-92. There are very few companies in South Africa with pockets deep enough to acquire such assets, which means the Remgro-backed CIVH is the government’s best chance to get the WOAN right.

 

This shows that it is ready to do what is needed to become a partner in the government’s WOAN and South Africa’s largest wholesale telecoms company.

The report notes that thieves may take advantage of any vulnerabilities to complete a theft, including corruption by customs and police officers, as well as cops amenable to bribes and facilitation payments.

It’s surely no secret that the criminal justice system in South Africa is in a disastrous plight.

 

The expectations raised by the appointment of the well-regarded Shamila Batohi to head the National Prosecuting Authority have not been met. As yet, not a single prosecution has taken place for those involved in the brazen looting of the national fiscus.

 

After all, how difficult can it be? The investigative journalists released voluminous dossiers on corruption, detailing the criminal behaviour of prominent figures in the ANC. They named these people and, despite much blustering, not a single defamation action has been brought.

 

But Batohi deserves some sympathy. It is unlikely that she could have imagined how dysfunctional the NPA is.

It got a R1.3billion injection in the recent Mid-term Budget, but has been underfunded for at least a decade. After 2015 there was no staff recruitment, leaving 700 vacant prosecutor posts.

This week, we got a further glimpse of the rot. Lieutenant-General Godfrey Lebeya, head of the Directorate for Priority Crime Investigations, popularly known as the Hawks, said in an interview with News24’s Mandy Wiener that his unit had been “badly crippled by staff shortages and competency challenges” and was operating at less than 50% capacity.

 

It’s not only at the elite level of the Hawks that law enforcement is in chaos. The SAPS has, under the influence of relentless political interference, steadily decreased in crime-fighting efficiency, even while growing substantially in size, both in payroll and in girth of its notoriously obese officers.

 

Again, the statistics are dismal. In an answer to questions from DA MP Dianne Kohler Barnard in 2013, it was revealed that the police had 1 500 officers with criminal convictions, including serious offences such as murder, kidnapping and assault.

 

Nothing was done. The SAPS lacked the courage to get rid of the officers concerned and hoped that staff churn would solve the problem. It hasn’t. After further probing by Kohler Barnard this year, SAPS admitted there were now 4000 officers with criminal convictions in the force, of whom 32 were at the highest levels of SAPS management.

 

The applicants said SAPS officers repeatedly refused to intervene when their trucks were being attacked, by local drivers wanting foreigners banned. The illegal activities included assault, robbery, hijacking, intimidation, malicious damage to property, unlawful detention, the blockage of public roads and incitement to violence. The police, said the applicants, just stood by, watching. They were clearly “reluctant or unwilling” to enforce the law, each time refusing to act unless the victims of the crimes obtained a court order directing them to do so.

 

Legodi said, in his judgment, that the problem raised by these cases was “far from unusual” and the SAPS attitude was “wrong and would encourage lawlessness”.

 

Legodi said it was not the responsibility of the courts to “prevent, combat and investigate crimes”. Nor was it the function of the courts to “maintain public order, secure the inhabitants and their property. The Constitution gave this power to the police”.

 

In the past year, about 1300 truck-and-trailer rigs have been attacked, damaged and destroyed, countrywide, at a cost of about R1.3billion. There have been more than 200 deaths and Police Minister Bheki Cele was sufficiently moved to say “it is clear that we are now in crisis”.

 

That was in July. As with deaths from xenophobic violence, prosecutions are still not happening, never mind convictions.

 

The crisis continues.

South Africa’s problems at this point are far beyond “tree huggers”. You can basically say that the entire country is a “CHAZ”. If American patriots knew what goes on beyond their borders, they will be very protective of what they have.

 

For us, it is very important that America is able to weaken the deep state so that law abiding citizens here have a better chance of addressing the issues in our country. I am afraid that it will get far worse before it gets better as the masses are being fed lies and encouraged to be violent, steal and blame the whites for their misfortunes instead of the government. The hate rhetoric has increased substantially, similar to Rwanda, and many of us are bracing ourselves for the coming onslaught, especially when the government will not be able to pay social grants to millions of poor people as it is bankrupt due to massive corruption, incompetence, greed, you name it. Then there are the increased attacks on the transport industry. All this appears to be planned and coordinated.

 

You can basically use South Africa as a benchmark to see what your country will become if you eliminate law and order and allow the socialists/communists to take over.

The same day both the Times and the Post devoted front-page stories to covert CIA funding of the National Student Association. The next day the wire services, enlarging on a story in the Washington Star, carried reports that CIA was covertly supporting other youth organizations operating abroad with funds channeled through foundations.

 

On February 15 President Johnson appointed a committee to review the relationships between CIA and private U.S. voluntary organizations operating abroad. We will also give serious consideration to the committee’s recommendation “that the government should promptly develop and establish a public-private mechanism to provide public funds openly for overseas activities of organizations which are adjudged deserving, in the national interest, of public support.” To review concrete ways of accomplishing this objective, I am requesting Secretary Rusk to serve as chairman of a special committee which will include representative from the Executive, the Congress, and the private community.

Anyone who has the slightest familiarity with intellectual or youth groups abroad knows that free institutions continue to be under bitter, continuous attack, some of it carefully organized and well-financed, all of it potentially dangerous to this nation.

 

The committee therefore recommends that the Government should promptly develop and establish a public-private mechanism to provide public funds openly for overseas activities of organizations which are adjudged deserving, in the national interest, of public support.

 

One promising proposal, advanced by Mr. Eugene Black, calls for a publicly funded but privately administered body patterned on the British Council.,

 

The British Council established in 1934, operates in 80 countries, administering approximately $30,000,000 annually for reference libraries, exhibitions, scholarships, international conferences, and cultural exchanges. Because 21 of its 30 members are drawn from private life, the Council has maintained a reputation for independence, even though 90 percent of its fund are governmental.

 

According to the UNESCO Directory of Cultural Relations Services, other nations have developed somewhat similar institutions. The Indian Council for Cultural Relations, for example, is entirely government-financed but operate autonomously. The governing body of the Swedish Institute for Cultural Relations consists of both government and private members. This institute receives 75 percent of its funds from the government and the remainder from private constributions.

 

The basic principle, in any event, is clear. Such a new institution would involve government funds. It might well involve government officials. But a premium must be placed on the involvement of private citizens and the exercise of private judgments, for be effective, it would have to have - - and be recognized to have - - a higher degree of independence.

 

The prompt Creation of such an institution, based on this principle, would fill an important - - and never more apparent - - national need.

What is quite obvious is that it is a consequence of the philosophy of the one world which is a philosophy which is at least 100 years old and which included such notables as Bertrand Russell… What we know from experience, from observation if not experience, is that this utopian ideal of a one world of equality, an egalitarian one world, inevitably goes hand in hand with totalitarianism and that inevitably gives rise to a total loss of liberty of every conceivable liberty. Bertrand Russell was undeterred by any of this and in fact he was one of the English academics and intellectuals who really regarded the soviet system with some admiration. Among others there was George Bernard Shaw who had a similar attitude in this regard. This is what Bertrand Russell proposed. He said that what is required is that as this new systems, this brave new world, is set up, we will need to do a division of the world into different localities, not nations but localities, which is based upon convenience and usefulness and utility and so on. And those localities will be audited for population and for their requirements. And this audit will then be placed on record and it will be form the ground rules of future behavior in regard to each of the localities and the individuals living within those localities. The food of the world, said Russell, will then be distributed by a central authority. Well no surprises there. And the central authority would distribute the food according to the population and the population intensity of each of these locations at the time when the audit was done. Then said Russell, that if any of these localities should exceed the assigned population growth rate for the various localities over a given period of time, they would not receive more food on that account. They would receive the allocation which they were justly entitled to and therefore they would find themselves short of food. Well it wasn’t necessary for Russell to spell out the consequences of that iniquitous philosophy. What Russell had in mind was that each locality would be starved into submission or at least starvation was a perfectly legitimate device. So we find the phenomenon of authoritarian dictatorship in every conceivable intellectual pursuit and there’s no doubt that Marx was an intellectual and intellectual of sorts. There’s no doubt that various individuals such as Russell and George Bernard Shaw were clearly intellectual but that didn’t save him from falling into this dreadful Marxist authoritarian trap.

 

Now if anybody should think that this dystopian vision that I’ve sketched is too bad to be true then just consider the situation in South Africa. What is surprising is that people do not take these things more seriously and especially people in the media… Well, we know of course that Ramaphosa said that this is a process whereby the frog is boiled incrementally. Of course, the state is reached when the frog expires and that’s the opportunity that the ANC is waiting for, for the expiration of the boiling frog. And when that happens, their policies will be fully implemented and nobody will be able to say we didn’t know because we did. We knew because we were told. We didn’t have to speculate about the prospect of expropriation without compensation or about the national democratic revolution. All of it was written down because it was part of the policy. So therefore, it is important that people such as those around this group this morning should do whatever they can and should influence as many people as possible into the understanding of just how sinister the outcome of all of this will be because the outcome will most surely be a total loss of liberty, a total loss of property rights and we will be in the language of the poster, “we will own nothing and we will be happy.” We will be happy according to diktat. The problem with the democracy that we have is those who can read don’t count and those who cannot read don’t care.

 

So a word of warning what we need to do is to warn ourselves about the seriousness of the situation and about its imminence because when the frog expires, the ANC will do what it has said it will do.

In a classic autocratic method to gain control, Mao Tse-tung manufactured a crisis that only he could solve. Mao told his followers that bourgeois elements in China were aiming to restore capitalism, and declared these elements must be removed from society. His youthful followers formed the Red Guards and led a mass purge of the "undesirables." Soon Mao was back in command. To prevent a repeat of the rejection he received during the Hundred Flowers Campaign, Mao ordered the closure of China's schools, and young intellectuals living in the cities were sent into the countryside to be "re-educated" through hard manual labor. The Revolution destroyed much of China's traditional cultural heritage as well as creating general economic and social chaos in the country. It was during this time that Mao's cult of personality grew to immense proportions.

 One of the women featured can be heard shouting; ‘I am going to die here’.

 

Rishigen Viranna is the DA’s Spokesperson for Health in KZN. The doctor has condemned the ‘horrifying scenes’, lamenting the basic denial of human rights. Viranna has made the relevant authorities aware of these clips, and the DA is pushing for an immediate investigation to help address this perilous situation.

While we understand that KZN’s healthcare system is extremely stretched, the conditions and lack of patient care are completely unacceptable, inhumane, and possibly unconstitutional. Mediclinic has responded to fierce criticism online, after one of the most notorious figures of the apartheid regime was found to be working in a Western Cape facility. Wouter Basson, ominously dubbed ‘Dr. Death’ by the media during the 1990s, was tasked with researching biological weapons and the effects of chemical warfare.

 

Basson faced dozens of legal charges but managed to escape prosecution at the turn of the century. He has been working as a cardiologist – reportedly one of the most senior and knowledgeable figures in his profession – for the last 15 years. These developments have taken many South Africans by surprise, forcing Mediclinic to offer the following defence:

 

“By law, doctors are independent practitioners and cannot be ’employed’ by Mediclinic Southern Africa. We cannot prohibit HPCSA registered doctors, including Dr. Basson, from practicing – unless they are prevented by law from doing so.”

 

Essentially absolving themselves of any responsibility, Mediclinic issued the same reply several times when pressed for answers on social media. The statement, and the situation itself, have both been lambasted to high heaven:

 

 In 1982, Basson is alleged to have arranged the killing of 200 Namibian SWAPO prisoners in Operation Duel.

 In the 1980s, Basson and ‘Project Coast’ were accused of being involved with attacks against members of anti-apartheid movements.

 US & UK governments suspected that Basson ‘may have sold chemical weapons secrets’ during trips to Libya.

 The Truth and Reconciliation Commission determined that the army had probably used lethal toxins against ANC activists. Basson was linked to several of these attacks. When arrested, police found 100 ecstasy tablets in his possession.

 ‘Dr. Death’ was put on trial in 1999. He would face 67 charges in total. Following a 30-month trial, Wouter Basson was acquitted on all charges, largely thanks to a series of legal technicalities.

 Following a global speaking tour, the doctor returned to practice medicine in SA from 2005 onwards. He was previously charged with ‘unethical conduct’ by health authorities, but the ruling was quashed yet again, only two years ago.

The system aims to assist in both the management and surveillance of the Covid-19 vaccine. Among other features, the EVDS will provide and track vaccine information, such as:

 

• Patient information, including demographics and number of doses;

• Safety information – such as possible adverse events following immunisation;

• Details of vaccine administration sites.

 

As part of this monitoring system, there are plans to send reminders for a follow-up appointment to receive a second dose and to include an integrated track-and-trace system for defaulters – those who do not show up to receive their second shot.

 

A dashboard system is also being developed to capture the reasons given for vaccine refusal.

 

As part of this process, the Department of Health has said that all South Africans who are vaccinated will be placed on a national register and provided with a vaccination card.

 

A form of identification and proof of a vaccine is likely to become increasingly important in the coming months and years, especially for South Africans looking to travel overseas.

 

Major business groups, including Oracle and Microsoft, have already identified this as an issue and set up the Vaccination Credential Initiative (VCI) which is working to enable individuals vaccinated for Covid-19 to access their vaccination records in a secure, verifiable and privacy-preserving way.

 

VCI’ plans to give individuals the ability to obtain an encrypted digital copy of their immunization credentials to store in a digital wallet of their choice.

 

Those without smartphones could receive paper printed with QR codes containing verifiable credentials.

 

“As the world begins to recover from the pandemic, having electronic access to vaccination, testing, and other medical records will be vital to resuming travel and more,” said Mike Sicilia, executive vice president of Oracle’s Global Business Units.

In an explosive testimony, Mufamadi revealed that during investigations, the panel found out about a number of projects in which agency money was used for Former President Jacob Zuma's personal benefit. This included VIP protection to Zuma's advance travelling teams, the influence of members of the judiciary involved in the former president's Zuma's court cases, the influence of the media, a toxicology unit to taste his food and drink, and one to maintain his wife MaNtuli which amounted to at least of R5,2 million.

Mufamadi had described the SO within the SSA as having been a law unto itself and served the political interests of the executive under Zuma through various projects.

 

According to Mufamadi, his panel had learnt of “Project Commitment” of the unit, whose alleged purpose was for the financial upkeep of Zuma, with millions being covertly channelled in cash to him though former SSA minister David Mahlobo, for two years.

 

“We were told that the project involved providing the then president with R2.5 million per month in the 2015/16 financial year and this amount was increased to R4.5 million per month in the 2016/17 financial year,” he said.

 

Mufamadi said the panel had found that the SO had initiated counter operations against President Cyril Ramaphosa’s ANC presidential campaign, as well as infiltrated and weakened the “Zuma must fall” campaign in 2016.

 

Another project of the SO, “Project Justice”, was allegedly aimed at influencing the outcomes of cases against Zuma through the recruitment and handling of judges through bribes.

 

“Information provided to the panel indicated that amounts of R1.2 million and R4.5 million were routinely given from SSA and provided to Mahlobo, who it is said was responsible for handling these sources. The panel was told that the project was necessitated by a perceived need to counter the influence of judges hostile to Zuma,” Mufamadi said.

 

Another SO project was allegedly hatched up with a R24 million budget by the SSA to infiltrate and influence the media, dubbed “Project Wave”, and had been set up in a bid to counter bad publicity for Zuma and the country, in SA and abroad.

 

Evidence leader advocate Paul Pretorius said that this week the commission would continue to hear oral evidence relating to the conduct of the SSA.

The appointment of MP Xiaomei Havard - a former Chinese citizen - has sparked a fierce debate about who should be allowed to run for office in South Africa.

 

Following a 17-year political career in South Africa, Dr. Xiaomei Havard has been chosen to serve as an MP in Parliament. She replaces the late Jackson Mthembu, who passed away last week. Despite the doctor’s wealth of experience, Havard has also been embroiled in scandal before – and her Chinese background has drawn some uncomfortable reactions.

 

Let’s start with the basics. Xiaomei Havard moved to Gauteng for her university studies. She obtained a doctorate in Computer Science from the University of Johannesburg, and holds a master’s in electrical engineering. She joined the ANC in 2004, and has served as president of the Africa Federation of Chinese Women in Commerce and Industry.

 

Havard has also been an active servant for BRICS, attending multiple forums for the five-nation support group. Although competent and qualified, her personal conduct has been severely questioned. Last year, the ANC Integrity Commission listed her as one of 23 members suspected of “corruption, mismanagement, or other acts of misconduct“.

 

The allegations against the newly appointed MP are yet to be substantiated. But, rather unfortunately, the main talking point regarding Xiaomei Havard is the fact that she was born in the Chinese province of Henan. She is a naturalised citizen, and stayed to live and work in SA following her studies. The doctor also has a South African husband.

 

However, despite being firmly entrenched in Mzansi, the decision for her to replace Jackson Mthembu as a serving MP did not go down well with some of the people Havard may eventually see in Parliament. Vuyo Zungula is the leader of the African Transformation Movement – and he has been vehement in his opposition:

 

“If a black person born in China can never be a member of the Chinese Parliament… Why does SA allow a Chinese-born person to be a member of the SA Parliament, and make laws for South Africans?”

 

“The Chinese protects the economy for its people, and has an expansion program for its industries across the world. With so many China malls/towns in South Africa and around the world, how many African malls or towns are there in China?”

 

Party colleague and former ANC supremo Mzwanele Manyi echoed these sentiments. Trends such as ‘#NoChineseInSAParliament’ and #SARejectsXiaomeiHavard’ have dominated Twitter on Thursday morning, as those rallying against the new MP deny accusations of xenophobia. For Manyi, he believes there’s a ‘weakness’ in the system:

 

“There’s a weakness in the South African Constitution. No naturalised foreigner should qualify to be a public representative. Only native South Africans should qualify.”

The row, contained in papers lodged with the Royal Borough of Kensington and Chelsea (RBKC), concerned the grand designs of Isabel dos Santos, the glamorous daughter of Angola’s former president.

 

A regular fixture on the jet-set social scene, Dos Santos, 46, presents herself as a self-made entrepreneur but there have been questions about the source of her wealth for years.

 

And while it was long rumoured she and her art collector husband had invested in London, were it not for a neighbour’s objection to plans to bulldoze a house in an exclusive gated community in Kensington – and rebuild it as a four-storey “iceberg” home with an underground swimming pool and massage room, her ownership would have remained a secret.

 

The property was bought without a mortgage via an anonymous company registered in an offshore tax haven.

 

Simon Taylor, a co-founder of non-profit investigators Global Witness who spent several years in the late 1990s digging into the Dos Santos regime, said: “The fact that this property appears to be owned secretly by Isabel dos Santos, through a company based in a tax haven, should raise all the red flags for corruption risk.

 

The NCA estimates that more than £100 billion of criminal funds are laundered through the UK each year. But ever since investigators were given powers last year to freeze assets using “Unexplained Wealth Orders” (UWOs), only a handful of orders have been obtained.

 

When not rubbing shoulders with pop star Nicki Minaj, actress Lindsay Lohan, and disgraced film producer Harvey Weinstein (pictured), she can be seen on her Instagram account holding forth at lavish symposiums for international investors.

 

The country is ranked 165 out of 180 on the latest “Corruption Perceptions Index” produced by Transparency International. According to a report by the anti-corruption organisation, “a deeply entrenched patronage system” arose under President Dos Santos, which benefitted members of the “Futungo”, a secretive cabal of senior politicians and their families who “control much of the opaque financial dealings of the state, using a significant proportion of government resources outside the state budget in a parallel system of state revenue deployment […], enjoy unchecked access to state resources and are widely suspected of using public resources for their personal gain.”

 

Meanwhile, a third of Angolans get by on less than two dollars a day.

 

Isabel dos Santos amassed an estimated $2.3 billion fortune in the form of large shares in Angola’s key industries, including cement, banking, telecoms, and diamonds.

 

But when journalists at Forbes magazine investigated how she made it, they claimed it had largely been derived from her political connections; she would emerge as the beneficiary of lucrative state contracts decreed by her father, or receive chunks of companies wanting to invest in Angola.

 

It is understood that this is just one of a number of “super prime” mansions she owns in London.

 

UK Land Registry title deeds record the owner as Wilkson Properties Limited, a company incorporated in the Isle of Man. The British Crown dependency has resisted attempts by British MPs to open up to the public a register of who really owns and controls its companies. But last month they backed down and promised to do so by 2023.

 

José Eduardo dos Santos announced his retirement as Angola’s president in March 2016. Three months later, he appointed his daughter Isabel chairwoman of Sonangol, the Angolan state-owned oil company.

 

She was fired from the post in November the following year by the new president João Lourenço, and summoned by prosecutors in mid 2018 to answer questions about transactions she approved at the parastatal that investigators say are suspicious – which she denies. But she ignored the summons, and left for Europe where she now lives in exile.

The revolutionary developments in South Africa culminating in the April 27, 1994 general elections and the handing over of political power to the Communist-controlled ANC have been gaining momentum since the assassination on the 6th September 1966 of Dr H F Verwoerd, the South African Prime Minister, by the Communist Demetrio Tsafendas. And it is therefore well to look afresh at the developments in their historical contexts.

 

Dr Verwoerd led an immensely successful Afrikaner government against the British-Americansupported White parliamentary opposition and the extra-parliamentary Jewish- Communist-led Black opposition.

 

What follows this remarkable admission by Lord Deedes is even more remarkable. "While South Africa grew to become the economic giant of the continent, the other members of the Commonwealth virtually sank into poverty. This was the complete opposite of what they had hoped. That South Africa, under an Afrikaner government with their policy of apartheid, and no relations with the Commonwealth, should have become the economic giant of Africa was making the British Foreign Office and the US State Department to think what they had thought was unthinkable. And what made this even worse was that countries following policies opposed to that of South Africa's "apartheid" were sinking into poverty.

 

Dr Verwoerd had been preparing to meet the challenge from these quarters and for this reason he unofficially instituted an investigation into the Anglo-American Corp. under the leadership of Prof Piet Hoek. The Hoek report was a very thorough job, and was privately circulated late in 1965, early 1966, and evidently Oppenheimer, Rupert and others had been aware of the investigation. When Dr Verwoerd, on the 25th January 1966 said in Parliament: "We shall oppose the power concentrations and monopolies which occur in our country/ and which constitute a real danger", it was an oblique but unmistakable reference to the Hoek Report. Those who were involved in 'the power concentrations and monopolies" knew what this would mean to their interests. And consequently they would have thought of ways to stop it.

 

The Oppenheimer empire had complete control of the English newspapers in South Africa, and they dutifully conformed to the requirements of protecting the money power interests and of promoting the British-American objectives in Southern Africa against Afrikaner nationalism.

 

They had been so sure of getting a verdict against South Africa on the South West Africa [now Namibia] issue that three days before the announcement of the [International] Court's verdict on the 18th July, 1966, the American Ambassador to South Africa delivered an aide memoire to Dr Verwoerd's government that the USA would accept the Court verdict and expected the contending parties to abide by it. (Page 7 ) The implication of this was that if Dr Verwoerd had refused to abide by an adverse verdict it would have constituted cause for military intervention by the USA in the guise of the United Nations Organisation, the Carnegie Endowment for International Peace in anticipation of a court verdict against South Africa having the year before provided what the Chicago Tribune had called a "battle blueprint" entitled "Apartheid and United Nations Collective Measures" by Amelia Leiss for military operations against South Africa. The Carnegie Endowment has been documented "as a powerful policy- making force inside the State Department" (Freeman Digest, June, 1984).

In its annual audits, the Auditor-General South Africa (AGSA) examines the following aspects:

 

• Fair presentation and absence of material misstatements in financial statements;

• Reliable and credible performance information for purposes of reporting on predetermined performance objectives;

• Compliance with key legislation governing financial matters The audited institution achieves a clean audit when its financial statements are unqualified, with no findings in respect of reporting on predetermined objectives and compliance with legislation.

 

The report shows that there was again a regression in the audit outcomes under the current local government administration, now in its third year.

 

Over the three-year period, the audit outcomes of 76 municipalities regressed, while only 31 improved.

 

Makwetu said the level of fruitless expenditure remains high at R2.07 billion.

 

“When looking across the board and after carefully analysing the financial statements we audited, we can safely conclude that local government does have sufficient money and assets to fulfil most of the basic needs and aspirations of its citizens,” the AG said.

 

“But a lot of work is needed to make sure that this is realised. Proper administration and superintendence over the financial affairs of local government were not exercised and were found, through this audit examination, to be seriously lacking with some devastating consequences already evident in certain identified areas.”
