In those days they could process maybe 10 million password combinations a minute
The CIA in 2009 had a place called Fort Washington, Maryland, disguised as a Naval research center
It was the CIA's world cyber headquarters
It was here they built what the government nicknamed The Hammer
The Hammer can do 1 billion password combinations per minute

They test it by downloading every one of Citibank's customers, all their financial information
The program allows the government to get into the mainframe and shut off the detection capabiities so they can be in there for about an hour before they need to get out
The CIA went in the Florida voter registration computer and downloaded the records, burned them on a CD and gave a copy to Clapper
A few weeks later they uploaded data from a disc to the Florida voter registration computer to redistrict Florida to advantage Democrats
