Who in the military could decipher such intensely densely nebulous "learn to code" stuff? I think perhaps DoD contracts civvy programmers for that. It is a white elephant that sucked up $350 million (by 2014) based on Information Technology Management Reform Act of 1996.
So it originates with 1990's POTUS Bill Clinton. Was it a scam or a cutout hiding something Top Secret-spooky? No, this was socialist Clinton sandbagging the USA Military with something sounding beneficial but… just read the Wiki entries. essentially a federal-wide ITA that would "… develop, maintain, and facilitate the implementation of the top-level enterprise architecture for the Federal Enterprise."
It perhaps deliberately hobbled the US military cyber AO. Crippled it in red tape perhaps at least.
