The posts are likely foreigners - someone safe enough from extradition or any kind of real legal consequence. But if the image can be used to link back to a person or a crime which can be prosecuted….
It could just be retarded shills being retarded - but usually when you have illegal things, you keep it relatively quiet if not because you don't want to have the police knock at your door, you don't want to cause trouble for your supplier.
Whoever is posting this is doing the network he/she is acqiring these photos from absolutely zero favors and is really only being a completely illogical and ineffective troll.
The only reason to post it here would be to make enforcement agencies or those watching the board aware of it.

8kun admins respond to every instance of CP posting with a report to the authorities it has occurred. So long as they remove it from public view and handle it locally according to the law (I would imagine it is retained for computer forensics in some way - or however the law stipulates) there is no real grounds to get them shut down.
Most cp posting comes from areas where the posters are immune to legal action from the FBI, Interpol, etc. If I wanted to, for example, report the existence of CP quickly and efficiently, I could post it here and not only would some people know it existed, there would be a legal requirement for 8kun to log it happening and forward the report to law enforcement. As opposed to simply filing a report with the government, which could get shitcanned or the tip otherwise traced back to me for retribution to be carried out.
This is a big problem with human trafficking networks abroad - often the officials protect the networks and narc on escapees or people who file reports of abuse.
