How were they received before being sent?
Probably because someone tried to simulate these ballots being sent/received in the database (to create fake mailing records) but fucked up on the timestamp logic.
My HAMR theory -
HAMR is the database part (keeping records on everyone and everywhere, including party preference).
HAMR works in coordination with SCORECARD, which actually alters the votes.
HAMR needs to keep track of the historical % voting for each party in a specific area, in order to keep synthesized voting results in statistical agreement with past results.
Otherwise it would be too obvious.
