The goal being to give them just enough info to keep them from accidentally divulging sensitive shit during the campaign. "I would withdraw our troops from XXXX" when the troop deployment is intended, but the invasion has not yet begun, for instance.

Go back the the NFA of 1934 and you will see a clear example of where the court can only consider the evidence put before it. The court KNEW from their own military experience that sawn off shotguns were in common military use ... but couldn't use that information in their decision because it had not been presented in the case at hand nor in any legal precedent case.
