No, the 1/1/1800 date is used for people who are victims of domestic abuse. They DO have people on the voter rolls from 1850 though. I did a count myself and wouldn't you know it, there were over 10,000 people 95 and older who requested a mail in ballot and returned them within days. Those old people are pretty chipper in PA.
