Potus and Q have both mentioned knowingly several times. Karen working the vote tabulation might feel very strongly for her candidate and she is knowingly doing it. However, Karen doesn't really know why it is so important for her candidate to win other than what they have told her.
KNOWINGLY refers to those that know exactly why keeping control is so important.
Are those working the vote counts culpable? Hell yes, but I would doubt most of them ever really know the end game.
