It would be "each State" specific…it is highly DOUBTFUL that States would have no "control" over printed ballots…meaning States would have requirements on the types of paper and watermarks and they would 100% have specs that any vendor would have to adhere to. Would also be easy to rip off specs and make duplicate ballot but there would be printing records, receipts, etc.
For instance, if a State ordered 4 million ballots printed and received 5 million, something clearly went wrong and those receipts and purchase could be audited with the printers, etc…
Just takes some time…
