I can confirm that
I changed my address 3 months ago, and they mailed my ballot to my new address. But when I went to vote in person, they said I can only vote using my old address. I don't know if it was a "Provisional ballot", but yes, after I voted it was printed on the little copy machine, and put in the the plastic box. No receipt was given to me
