It's one of those "likely taken from reality" moments in fictionalized accounts / narratives.

Lynch gets away with putting real stuff in there because he's assumed to be crazy or eccentric.

It also could be "revelation of the method?"

The Director in the movie had everything taken from him, house, wife, job , bank account locked, All in One Day, Then told to meet the Cowboy

ANYWAY , it's been "against the tacit rules" or customs to look into any voter fraud until after the vote is certified!

And they are complaining that that changed!

You could see the Dems / or other crooks running a fishing expedition to try to find something that wasn't there,

BUT THERE"S ALWAYS SOMETHING THERE

So therefore

Must be deliberate / by design that the owners of us sheeps fix it so nobody looks into voting fraud.
