This is incorrect. Every timestamp represents an update sent to edison. These % simply represent how much of the updated vote count for that single data update went to each candidate. I have the full charts for these. Attached is WISC for example. Those plot points represent the differential for each data set. You can however see when the 4am ballots got added to the overall count.
