This looks like plain carelessness. They just took an old message and erased it with a soft brush tool leaving some parts behind. I asked an artist anon and she found the same two places we did. There's also some artifacts above "I look forward" but completely unrecoverable.

Maybe it was a message congratulating Trump with victory?

I mean "Trump" is right above "Biden" and "Donald" is a bit longer than "Joe" so the first line had to be "Congratulations to Donald Trump".

Also, considering smaller font the original message had to be about twice as long as the one they sent.
