Corn oil + corn ethanol (keeps the ink pliable, then evaporates off) can be watered with radioisotopically tagged water. Controlling the corn crop used in the manufacture of the ink allows fake ballots to be differentiated from genuine.

Paper wouldn't need to be tagged, though I would have for redundancy.
