Correct.
Our city has "vote for no more than" elections for council. The rotate means that the same candidates don't always appear at the top (otherwise, statistically, the top N listed candidates would win more than they wouldn't). The maxmum deviation means (becaue the rotate is actually a random listing, not a rotation) that the candidates all occur equally in the list over the course of the election, plus/minus whatever the deviation is set to.
