They're running the "import" wizard. The lack of a password means that the digital certificate that's being imported is not encrypted. The certificate itself will still be encrypted using the private key, but the PFX file being imported (which contains both the public and private keys) is not.

So it's a security vulnerability, but not one that the outside world can exploit. But anybody with a copy of the PFX file would be able to access the private key, and could use that key to intercept and decrypt all traffic that's encrypted with the public key.

So it's an inside job, or simple incompetence.

My local Sheriff's department conspired with the FBI, the OSP, the BLM, the ODFW, and every prosecutor and judge in the state to frame and murder civil rights activists. They got caught, and there is no question as to their guilt; but there is no possibility any of the dirty cops will every see jail time. The cops and prosecutors conspired to murder civil right's activists, and their children, so that a group of politicians could get away with selling nuclear weapons material to a hostile foreign power.

The Budy family was innocent, and and every member of LE in Oregon needs to be indited, convicted, and sentenced in accordance with statue. They've committed a series of capital crimes, they need to receive a series of capital punishments. It will never happen, and is absolute proof that the government is unlawful.
