Do they manufacture diseases/emergencies to give a reason why the Red Cross would need to operate in those areas?

Vaccines for diseases they created, etc. etc.

Doctors without Borders actually giving diseases to people.

 

Didn't the Clinton Initiative come under fire for giving AIDS cures that were ineffective?
