People become entrenched in their job. Friendship and partnerships form and spreads out into protective net. Nothing will really change, and I'm mostly thinking of Congress here, if there are not term limits to control it.
I understand what you are saying based on how Congress functions now. Most citizens aren't engaged in the political process, but with a change in term limits, and educating the public about how important it is to select and monitor congress things would change. imo that is.

What proof do you have that term limits will stifle "positive growth socially"? I feel like I'm talking to a politician defending his/her job.
