A few months back there was a manual going around listing counterinsurgency tactics.
One called "drain the swamp", IF memory serves, talked about relocating people from an insurgency-infected area to an area not infected by insurgents. I think the manual was referring to physical territory but it applies equally well to digital territory.
One more thing, it said that people will only follow the leader(s) to up and move to a new territory if there's been an established history of promises kept
