I think you failed to comprehend.
Ballots must be matched to envelopes during an investigation. Envelopes are supposed to be retained. They didn't destroy the ballots, just the envelopes in hope that some bent judge would deny the investigation.
Every vote cast that does not have a corresponding envelope is now VOID.
