Split rotation… indeed vague. It sounds like a method to randomly make an organized change, like for example change a vote. In this instance, it seems like a setting targeted at a specific area within the overall selection.
Enforce Maximum Deviation… this seems like a setting coupled with the Maximum deviation setting. In essence, you set a deviation, for example one in 10 or 1 in 100 and choose when to turn it on and off. Makes vote counts look fluid, and you can turn it on and off when you need votes.
