Former National Guard Employee Sentenced for Billing Army $6 Million for Fake Repairs

 

A judge in Portland sentenced a former civilian employee of the Oregon National Guard to a year in prison on charges that he fraudulently billed the U.S. Army for $6 million in repairs that were never done, U.S. Attorney Billy Williams announced.

 

Dominic Caputo, 49, who worked as a program manager for the Oregon National Guard's Oregon Sustainment Maintenance Site (OSMS) from 2009 to 2014, was sentenced Nov. 2 for making false statements in representing the operational status of military equipment used to maintain the Army's war-ready posture, Williams said in a news release.

 

OSMS supports the military's readiness and training by refurbishing out-of-service electronic equipment.

 

Caputo pleaded guilty Jan. 9, 2020, to U.S. District Judge Karin Immergut on one count of making a false and fraudulent writing; four counts of wire fraud were dismissed, according to U.S. News and World Report.

 

Caputo received one year and a day in federal prison, plus three years of supervised release. During sentencing, lmmergut ordered Caputo to pay $2.6 million in restitution, the amount of overbilling for labor that was never performed by Oregon National Guard employees at OSMS, according to the release.

 

In fiscal 2014, Caputo billed the Army's Communications-Electronics Command (CECOM) more than $675,000 for the repair and rebuilding of John Deere diesel engines despite not performing the work, according to the release.

 

More than 60 engines had already been repaired and billed to CECOM in prior fiscal years. Caputo directed employees to remove and replace original serial numbers and identifying engine plates from the engines to conceal duplicate billing, according to the release.

 

In June 2014, Caputo "willingly and knowingly" prepared a fraudulent work order and test data indicating that repair work had been performed on an engine and submitted the false information to CECOM, Williams said in the release.

 

"This criminal investigation and prosecution demonstrates why misrepresenting the availability of essential equipment to the Department of Defense is a serious offense and will be punished accordingly," he added.

 

Caputo's employment with OSMS was "terminated" in November 2014 when the fraud was discovered, according to the release.

 

Williams pointed out in the release that there was no evidence that Caputo "engaged in the fraudulent conduct for his own financial enrichment."

 

"The fraud perpetuated an inefficient operation, and covered [the] defendant's own ineffective management," Williams said.

 

Caputo's case was investigated by multiple agencies, including the FBI, Defense Department, the Office of Inspector General's Defense Criminal Investigative Service and U.S. Army Criminal Investigation Command.

 

"Mr. Caputo's scheme to defraud the Department of Defense (DoD) violated the trust afforded to him by the Oregon National Guard, threatened the integrity of the DoD acquisition process, and wasted taxpayer money," Bryan D. Denny, special agent in charge of the Defense Criminal Investigative Service's Western Field Office, said in the release. "This investigation is yet another example of our agents and law enforcement partners working together to uncover corruption and protect taxpayers' dollars entrusted to the DoD."

Biden taps longtime adviser Ron Klain as White House chief of staff

 

President-elect Joe Biden has tapped his longtime adviser Ron Klain as his incoming White House chief of staff, the transition team said on Wednesday.

 

As a key member of the new administration, Klain will help Biden and Vice President-elect Kamala Harris build a team of advisers for his presidency, the Biden camp said in a statement.

 

Klain, who served as Biden’s chief of staff during his vice presidency, helped lead the Obama administration’s response to the Ebola outbreak and has reportedly taken an interest in government reaction to the coronavirus pandemic.

 

Biden praised Klain’s work in the Obama administration in his statement released Wednesday night.

 

“Ron has been invaluable to me over the many years that we have worked together, including as we rescued the American economy from one of the worst downturns in our history in 2009 and later overcame a daunting public health emergency in 2014,” Biden said.

 

“His deep, varied experience and capacity to work with people all across the political spectrum is precisely what I need in a White House chief of staff as we confront this moment of crisis and bring our country together again,” he added.

 

Klain added in the statement that it was the “honor of a lifetime” to be given the position.

 

“I look forward to helping him and the Vice President-elect assemble a talented and diverse team to work in the White House, as we tackle their ambitious agenda for change, and seek to heal the divides in our country,” he said.

 

The president-elect may also name other top White House advisers later this week, CNN reported. Top campaign officials, including communications director Kate Bedingfield and senior adviser Symone Sanders, could be top contenders for senior positions in the administration, NBC News reported earlier this week.

 

Biden has said he won’t name cabinet nominations until after Thanksgiving and is hoping to do so by early December.

 

On Wednesday, Vermont Sen. Bernie Sanders said on CNN that he would take the Labor secretary position if he was offered the job.

 

“If I had a portfolio that allowed me to stand up and fight for working families, would I do it? yes, I would,” Sanders said.

New Pentagon Chief Poised to Rush Troop Withdrawals Ahead of Trump’s January Exit

 

A senior adviser brought on by acting US Defense Secretary Christopher Miller could mean the administration wants to accelerate its planned troop withdrawals before US President Donald Trump’s tenure ends on January 20, 2021.

 

The news was reported to Axios on Wednesday by “three people familiar with” Miller’s bringing along of Ret. Army Col. Douglas Macgregor, whom Trump once considered for the posts of US ambassador to Germany and White House national security adviser.

 

Axios noted that Macgregor told Fox News’ Tucker Carlson last year the US should withdraw from Afghanistan “as soon as possible,” regardless of whether or not a peace deal was concluded with the Taliban. He has also advocated an immediate pullout from Syria and South Korea, the latter of which hosts almost 30,000 US troops, and attempting to reach an accord with Iran.

Black Lives Matter Co-Founder to Demand Biden Prioritize Its Agenda

 

Black Lives Matter is now demanding payback for its support of Joe Biden and Kamala Harris in the 2020 presidential election, stating that “getting Trump out of office was not the end all, be all,” and that “We want something for our vote.”

 

“The truth is, getting Trump out of office was not the end all, be all. The work is just beginning,” stated the Marxist political organization in a statement on its website. “We want to be heard and our agenda to be prioritized.”

 

“We start by both holding the new president-elect and vice president-elect accountable to their campaign commitments of addressing systemic racism and by emphasizing our willingness to work with them,” added Black Lives Matter.

 

BLM’s statement was accompanied by an open letter in which the organization’s co-founder, Patrisse Cullors, addressed both Biden and Harris, calling for a meeting with the two to “discuss the expectations that we have for your administration and the commitments that must be made to Black people.”

 

“A well-thought out, community driven, fully resourced agenda that addresses the particular challenges faced by Black people must be a top priority,” wrote Cullors, adding, “we want something for our vote.”

 

The BLM co-founder even went on to claim that black people had singlehandedly won the 2020 presidential election for Biden and Harris, despite the fact that the election has not yet been independently certified, as well as despite the fact that President Donald Trump had actually gained support among black voters, increasing his share of the black male vote from roughly 13 percent to 18 percent.

 

“Without the resounding support of Black people, we would be saddled with a very different electoral outcome. In short, Black people won this election,” insisted Cullors.

 

“Both of you discussed addressing systemic racism as central to your election campaigns. Both of you also expressed regrets regarding your record on issues impacting Black people,” continued Cullors, pointing out that both Biden and Harris’s records with the black community have not been particularly stellar. Cullors went on to say:

 

The best way to ensure that you remedy past missteps and work towards a more just future for Black people — and by extension all people — is to take your direction from Black grassroots organizers that have been engaged in this work for decades, with a legacy that spans back to the first arrival of enslaved Africans.

 

Cullors concluded by stating that she looks forward to meeting with Harris and Biden so they can “begin the immediate work of Black liberation,” adding that the Marxist organization “would like to be actively engaged in your Transition Team’s planning and policy work.”

 

“Again, congratulations on your win,” she added. “Let’s get to work!”

According to the Arizona Republic, the Trump campaign claimed workers had disregarded procedure and that thousands of ballots could have been left uncounted or deemed "overvotes," but Maricopa officials estimated Monday that only 180 ballots were potentially in jeopardy.

 

It's a figure they said won't "make one iota of difference," according to 12 News.

 

Arizona sided with former Vice President Joe Biden by a 0.3 percentage point margin, with Biden besting President Trump 49.4% to 49.1%, respectively.

 

It was the first time the historically red state had voted blue since former president Bill Clinton's win in 1996.

 

Although votes are still being counted, as of Monday evening Biden still had a 14,746-vote lead.

 

The call for Arizona was one many said handed President-elect Biden the win – though Trump has refused to concede his position.

 

The lawsuit was filed Saturday in partnership with the Arizona Republican Party and Republican National Committee.

 

In a Tuesday motion, attorney Kory Langhofer said the Trump campaign planned to submit evidence including the feed from inside a polling place.

Democrats Went Postal With Sabotage Claims

The doomsday predictions advanced by Democratic Party leaders that President Trump would "sabotage" the Postal Service have failed to materialize.

 

Democrats in many swing states used reforms at the USPS to justify extended mail-in ballot deadlines and other election changes. But as ballots have trickled in since Election Day, evidence of disenfranchisement has remained thin.

 

Kevin Kosar, an American Enterprise Institute scholar and former Congressional Research Service official, said the service's cost-cutting measures do not appear to have affected its ability to handle the largest mail-in voter turnout in history.

 

"As far as we can tell, the Postal Service did a pretty good job, and we've yet to see one significant story reported on how ballots were left behind and it had negative effects on the election," Kosar told the Washington Free Beacon.

 

Extensions to mail-in ballot deadlines also proved unnecessary, as no state's results thus far will be overturned by the number of late-arriving ballots. According to Jason Snead of the Honest Elections Project, this was part of a strategy by Democrats to count late votes.

 

"For months, Americans were treated to conspiracy theories of USPS ‘sabotage' to slow down mail-in ballots and disenfranchise huge numbers of mail-in voters," he said. "This fearmongering was used to justify an unprecedented legal onslaught by deep-pocketed progressive groups in battleground states like Pennsylvania, Michigan, Minnesota, Wisconsin, and North Carolina to force these states to count late, and legally invalid, ballots."

 

The lack of evidence of mass disenfranchisement now stands at odds with claims from Democratic Party leaders, who repeatedly warned that the Trump administration and Postmaster General Louis DeJoy were conspiring to sabotage the Postal Service in the months before the election.

 

In August, House Speaker Nancy Pelosi (D., Calif.) warned of "the devastating effects of the President's campaign to sabotage the election by manipulating the Postal Service to disenfranchise voters." Former president Barack Obama said President Trump was "undermining the Postal Service in the run-up to an election that's going to be dependent on mail-in ballots so people don't get sick." Rep. Gerry Connolly (D., Va.) called DeJoy's proposed reforms "sabotage," and Rep. Carolyn Maloney (D., N.Y.), who chairs the Government Oversight Committee, accused Trump of another attempt "to prevent millions of Americans from having their votes counted." Two House Democrats even asked the FBI to open a criminal investigation into Postmaster General DeJoy. Such rhetoric bred distrust in voters, according to Kosar.

George Soros Looms Large Over Biden Transition

 

Soros employees help Biden transition team

 

Joe Biden's transition team includes several people affiliated with organizations bankrolled by the left-wing billionaire George Soros.

 

Biden's "Agency Review Teams," which include lists of individuals "responsible for understanding the operations" of each government agency, will prepare "President-elect Biden and Vice President-elect Kamala Harris … to hit the ground running on Day One." Soros is well represented on those lists.

 

Sarah Cross, an advocacy director at Soros's Open Society Foundations, received a seat on Biden's State Department transition team. Michael Pan, a special adviser in the executive office of the Open Society Foundations, will join the United States Mission to the United Nations team. Diane Thompson, who is listed as "self-employed" and a member of the Consumer Financial Protection Bureau team, is a current Leadership in Government Fellow at the Open Society Foundations.

 

Soros poured more than $70 million into election activity backing Biden's candidacy this past cycle, more than three times his previous high of $22 million in the 2016 election cycle. Soros and the Democracy Alliance donor club previously enjoyed close access to the Obama administration; under a Biden administration, that access will likely return.

 

Other members of Biden's transition team work for groups that receive heavy funding from the billionaire. Sharon Burke and Viv Graubard, both at the New America think tank, will join Biden's Department of Defense and Department of Labor teams. Soros's Open Society Foundations gave New America more than $1 million last year, according to the group's disclosures. Soros's son, Jonathan, sits on New America's board emeriti.

 

Biden's team also includes six employees from John Podesta's Center for American Progress who are sprinkled across the Treasury, Federal Reserve, Department of Labor, Department of the Interior, National Security Council, and Office of the United States Trade Representative. Soros's most recent tax forms show that nonprofits in his sprawling network gave more than $1 million to Podesta's group in 2018.

 

Finally, three people from the Center for Strategic and International Studies and two from the Roosevelt Institute received seats on Biden's team. Both groups recently received hundreds of thousands from Soros's nonprofits.
