They could just print in invisible ink "THIS VOTE'S REAL MUDDAFUKKAS!!". Or they could just add a secret tracer to the black ink. Or, if they're worried that chemical secrets can't be kept secure and want to add a crypto components they could do a invisabel ink barcode of HASH256(serial_number + secret_salt)+serial_number. That would gave every ballot a unique mark that could be easily validated if you have the secret_salt and be impossible to even fake otherwise.
