Advantage of blockchain is it's open-sourceness
If just using private encryption keys you would have to store them in a secure database which all recounts would then have to make sure they have connection to from all various regions while recounts going on.
Blockchain is open source. Secure enough to distribute widely for the very purpose of accessibility and security.
