Make the Presidential Ballot (only race all Americans share) a standalone election that requires all States to follow the same rule set.
Leave the State/Local elections up to each individual State as far as rules go.
I wouldn't object strongly to that.
But, it's still a State-specific race so I could also understand leaving that alone as a States Rights situation.
