For <$100 you can get a RTL-SDR dongle and some free software and setup a trunk tracking scanner (and do SW/AM/FM)
For <60 you can get 2 baofeng UV-5 walkie talkie things and TX/RX on freqs between 130Mhz-500Mhz (or thereabouts)
