Only a constitutional convention may change the constitution when it comes to matters concerning 1 of the 3 branches of government.

Legislation can only add shit like Alcohol Prohibition, but they can not change the fundamentals of the constituion.

Why do you think they have not been able to change the 2nd amendment...legislation can be carried to SCOTUS and wiped out because of the constitutional precedences.

Check for yourself how they had to change the constitution after FDR.

The amendment was passed by Congress in 1947, and was ratified by the states on 27 February 1951.

You can see the difference there, yes?

Congress passed it, but HAD to be approved by who?
