I think I've solved a puzzle. The arrest that would shock the world, if Q+ had ever got off his ass and done it, is a British agent since college (British scholarship) in a high position in the US government, CIA black ops, and organized crime. He is part of a team that went to London to persuade the royals to turn all of MI6 into a giant money laundering ring from the Muslim states and Russia to the Foreign Office controlled Democrats, and to help the Muslims and Russia run a hostile "feminist" takeover of the United Nations.
They would have passed it off internally as reclaiming lost money from trade deficits (even though they caused far more economic damage to our countries than they recovered), and they passed it off to the public as a national security program to target "white supremacy" and "violent extremism". What they were really doing was using GCHQ and NSA resources to infiltrate every aspect of Western society throughout all of NATO, selling off control to Russia, China, and the OIC, using London's control of capital to force any business with a British investment or partnership to give up control to them, and using the state police to suppress anybody who tried to stop them or to start up an independent business. And they used their control of the media and issue groups to smear anyone who got in their way as "white supremacists". It was MI6 and the "intelligence community".
