I think HAMR is the toolkit and Scorecard is the voting/election function. I suspect there are many other functions/apps like scorecard but for other things. Financial stuff, spying, tracking, and things like the stuxnet attack on Iran's nuclear program.
I see cyberwarfare as king-of-the-hill. Once you own everyone's computers, you can watch your enemies craft their tools against you. This makes it very difficult to dethrone the king.
