it was possible because China and the Chinese are diametrically opposed to USA and it's citizens, they have a centralized, hierarchical power structure with no lawyers or activist fighting back, the people are compliant and conformist. The trust in the government is around 80-90%. USA then is divided and decentralized with a strong traditions of individual freedoms, people are rebellious not so easily controlled... China's response when then they realized the situation was total, totalitarian and brutal, they crushed the Rona, but they are keeping eye on it and people entering China are quarantined and stuff.
