Technically, either states via electoral college, date approx mid Dec, court could drive a state outcome. Congress counts electoral ballots in early January. Congress can reject some or all state ballots and take decision for itself. Each state gets 1 vote in House for POTUS, 1 vote for VPOTUS in Senate.
This admin won't lockdown. Future, time will tell. We'll see. On subject of election taking position still an open issue.

I filed a lawsuit today in federal court in Atlanta to establish that the March 6, 2020 Consent Agreement by the GA Secretary of State rendered UNLAWFUL the 11/3 GA general election.
I am right under established law.

Basically, all mailed in ballots are invalid because SoS wrote the rules (consent decree), but the US Constition assigns method of voting to legislature exclusively.
